Abstract

Human rights are individual in the sense that they protect the individual, not the group or community. On the other hand rights are social in the sense that rights are created and function within a community. Thus, the community is both the potential violator and the potential protector of human rights. This approach is taken when analyzing various types of communities and the present security agenda.
