The Triple Helix Frame Contributes to Strategic Innovation in Nearshore Wind Park Ecosystems

This paper demonstrates how port authorities operating in a triple helix context can contribute to strategic innovation with a reduction of the Levelized Cost of Energy in nearshore wind park ecosystems. The findings reveal that the cross-disciplinary use of organization, business model innovation and financial cash flow can address value creation on a project ecosystem level. We conducted a qualitative case study between September 2017 and June 2018, carrying out individual interviews with a port operator, a nearshore wind park owner, and two logistic business actors, one operating on land and the other at sea. As well, three joint network meetings also provided data for the research.

Our findings are summarized in a model for overview on the shift in interest and the basic understanding of flow. We show that triple helix discussions provided a meaningful frame that helped to achieve strategic innovation and give competitive advantage to renewable wind energy ecosystems.
