The Narrative Infrastructure of the EU's Russia Policy

Abstract

Narratives form the roles that international actors identify with, and the creation of window opportunities that enable these actors to push for certain policies at certain times. This paper conceptualizes and analyses the “narrative infrastructure” that enabled the EU member states to adopt Five Guiding Principles for EU-Russia Relations in March 2016 – and to reconfirm them in April 2018.
