    Abstract

    Local urban élites played an intermediate, but nonetheless indispensable role in the agricultural economy of northern Anatolia under the Roman empire. Given the vast extent of the northern Anatolian provinces, it is difficult to see how the Empire would have been able to administer and, more importantly, exploit the resources of the region in an efficient manner without the cooperation of the urban élites. This paper discusses the role of urban elites and offers examples of different exploitation strategies, illustrated with case histories from Prusa, Nikaia, Neoklaudiopolis and Neokaisareia.
