Abstract
Policing large-scale sporting events presents a persistent challenge for agencies seeking to balance public safety with legitimacy. In Sweden, this challenge has been addressed through the Special Police Tactic, underpinned by the Conflict Reducing Principles of Knowledge, Facilitation, Communication, and Differentiation. These principles aim to foster lawful crowd behaviour by enhancing police legitimacy and enabling collective self-regulation.Drawing on a detailed case study of a high-risk football fixture between IFK Gothenburg and Malmö FF in 2017, this article examines how facilitation-focused policing operates in practice. Using combined observational and survey data collected during the ENABLE project, the study analyses interactions between Event Police and supporters. The findings show that facilitation does not simply reduce confrontation but generates conditions in which crowd members actively regulate themselves. This process is driven by perceptions of legitimacy and reinforced through reciprocal interactions, with early facilitative engagement shaping behavioural norms that persist even when the conditions for conflict arise. As a result, order is maintained with minimal reliance on coercive intervention. While the findings highlight practical challenges in implementation, they demonstrate that facilitation can be effective even under high-risk conditions.
