The role of the Bologna Process for the globalisation of Higher Education is examined and a central model for quality enhancement based on the themes of the Bologna Accord is developed. The globalisation aspects of Bologna are then reflected to answer if Bologna helps Higher Education Institutions (HEI) to globalise or it only is an institutional construction at the macro-political level? The Bologna Process is forund to act as a push strategy at the macro political level to harmonize education - but it may also be used as a proactive tool by HEIs in their internal strive for quality enhancement.
